Agency Capacity

The study has also examined the capacity of the agencies and food programs to meet client needs.  W e consider the stability of the programs , the main problems they face, and the degree to which they have had to stretch resources or turn away clients.  Reasons why some agencies have had to turn away clients are also discussed in this section.
