Taking into Account the Fact That Some Providers Are Open More than Four Hours a Day (3.8.4)
In the 2001 data collection and analysis, we assumed
that the observation period (including observations of number of clients) was
the same as the period that providers were open. By the time of the 2005
survey, we had realized that this is not always true, and we built into the
weighting algorithm an expansion factor to allow for clients who may have come
on the day of sampling but not while the observers were there. This
expansion factor is defined in Equation B-25 of
Technical Appendix B.
